Motion For Peace and Solidarity with Peoples approved by the XVIII Congress

In recent years, imperialist wars have killed hundreds of thousands of people, millions have been wounded and displaced, mass destruction has been wrought. The occupations of Afghanistan and Iraq continue, and military aggressions are launched against neighbouring countries, such as Pakistan or Syria. Threats are made against Iran, conspiracies are underway in Lebanon, the Balkans, Palestine, Caucasus and the Democratic Republic of Congo.

Report of the Mandates Verification Committee

The Mandates Verification Committee (MVC), elected at the beginning of our Congress, has examined the documentation concerning the election of delegates to the 18th Congress.

Up to this time, we have 1461 delegates present at the Congress.

55 of the primary delegates were replaced by their alternates, who were elected by the same Assembly, and we have concluded that they all fulfilled the condition mentioned in article 18 of the Congress Rules.

Opening Speech of the 18th Congress

Dear comrade delegates

Esteemed comrades and friends, national and international guests

Our Party arrives at this 18th. Congress anchored on ideals and goals, on answers to the situations and problems, with a very clear idea on the course we want to follow, not only of consolidation, but of political, organizational, social and electoral progress and growth. It is an outward-looking Congress, that focuses on action and struggle, with the workers and the people.

The crisis of capitalism – socialism as a necessary and possible alternative

The PCP has as the aim of its struggle, the construction of a socialist society in Portugal. We should never lose sight of this aim however difficult or far it may seem and whatever our tasks and immediate political goals. The struggle for a rupture with more than 30 years of right-wing policies is inscribed in the struggle for the materialization of our Programme for an Advanced Democracy, and this, in its turn, in the perspective of socialism.

The PCP and the strenghtening of the internationalist solidarity

The activity and the international relations of the party, during the past four years, were inseparable from the unfolding of the international situation marked by a violent attack by imperialism and the deepening of the crisis of the capitalist system, whose serious effects on the workers and the peoples require the strengthening of the communist parties in each country and, at the same time, the strengthening of the cooperation and internationalist solidarity among them, as well as with all the forces of social progress and national liberation.

Imperialist offensive and the struggle against the exploitation of the peoples

Comrades,

The thesis that great dangers for workers and peoples, and even for Humanity itself, coexist with real potential for advancement in the progressive and even revolutionary struggle – a thesis adopted by the XVII Congress and reasserted in our draft Political Resolution – is confirmed everyday by events, by the struggle and, very specially, by the present explosive moment of structural and systemic crisis in the capitalist system.
