On the situation of refugees and immigrants in Europe

Confronted with the scale of the human drama of the movement of refugees and immigrants from various regions of the African continent and the Middle East, the PCP:

1 – Stresses that these migrations and movements of immigrants are a true flight from poverty, war and death. The hundreds of thousands of human beings and entire families that risk their lives in the struggle for survival carry with them dramatic life stories. Their inalienable right to life and to dignity is a basic principle enshrined in the Charter of the United Nations.

2 – Underlines that this harsh reality is a painful demonstration of the inhumane, exploitative and aggressive nature of the ruling system – capitalism. It has causes and responsibilities: the processes of destabilization in various parts of the globe and the imperialist wars of aggression, the policies of economic domination and the plunder of natural resources.

3 – Considers that the Portuguese government must, for humanitarian reasons and as a Constitutional obligation, take the necessary steps to provide the shelter that is due to refugees and immigrants, in an expression of the solidarity of the Portuguese State with the peoples that are victims of the aforementioned aggressions and policies.

4 – Deplores the way in which the European Union reacts to this reality, equating the right to survival of millions of human beings with a threat, paving the road to racism and xenophobia and to the criminal actions of fascist groups. It deplores the totally discriminatory attitude regarding the response to be given to humanitarian problems, under the guise of distinguishing between refugees and migrants and frontally condemns the attitudes and statements, namely by some Portuguese political Parties that, with the pretext of the humanitarian drama created by the policies of the USA, NATO and the European Union, are suggesting new military adventures in the Middle East and in the African continent.

5 – Considers that the necessary response to this situation must be based on: respect for human rights, including social and labour rights, and the right of the peoples to development; abandoning the policies of repression and militarization of this issue – that only heighten the root causes and feed the networks of illegal immigration; a humanitarian policy of assistance to refugees and respect for the rights of migrants; and fighting against the causes of mass migrations – in other words, fighting for an end to the policies of war and interference, an end to the neo-colonial policies of exploitation of the peoples and countries of Africa and the Middle East, for respect for the sovereignty and independence of States, for a determined struggle against poverty and for policies of real solidarity and cooperation for the development of economically less developed countries.

6 - Announces that the PCP will present within the next few days, in the European Parliament, a set of proposals to radically change the so-called “response” by the European Union to the movements of refugees and migrants, and expresses its solidarity with the peoples that are victims of foreign aggression and interference – namely the people of Syria, which today makes up the largest contingent of refugees – and to the peoples that are victims of exploitation and plunder of their natural resources and who are denied their most basic economic and social rights.

Face à dimensão do drama humano do movimento de refugiados e imigrantes oriundos de várias regiões do continente africano e Médio Oriente o PCP:

1 – Realça que estes movimentos migratórios e de imigrantes são autênticas fugas à pobreza, à guerra e à morte. As centenas de milhar de seres humanos e de famílias inteiras que arriscam a vida em luta pela sua sobrevivência carregam consigo histórias dramáticas de vida. O seu inalienável direito à vida e à dignidade é um principio basilar consagrado na Carta das Nações Unidas.

2 – Sublinha que esta dura realidade é uma dolorosa demonstração do carácter desumano, explorador e agressivo do sistema dominante – o capitalismo, e tem causas e responsáveis: os processos de desestabilização em vários pontos do globo e as guerras de agressão imperialistas, a política de domínio económico e de saque dos recursos naturais.

3 – Considera que o governo português deve, por razões humanitárias e por obrigação constitucional, tomar as medidas para dar o devido acolhimento a refugiados e imigrantes numa expressão da solidariedade do Estado português para com os povos vítimas das agressões e políticas anteriormente referidas.

4 – Deplora a forma como a União Europeia reage a esta realidade, identificando no direito à sobrevivência de milhões de seres humanos uma ameaça, abrindo campo ao racismo e xenofobia e às acções criminosas de grupos fascistas. Deplora a visão de total discriminação na resposta a dar aos problemas humanitários colocados a pretexto da distinção entre refugiados e migrantes e condena frontalmente as visões e declarações, nomeadamente de partidos políticos portugueses, que a pretexto do drama humanitário criado pelas políticas dos EUA, da NATO e da União Europeia apontam o caminho de novas aventuras militares no Médio Oriente e no continente africano.

5 - Considera que a resposta necessária a esta situação passa obrigatoriamente pelo respeito dos direitos humanos, incluindo sociais e laborais, e do direito dos povos ao desenvolvimento; pelo abandono da política de repressão e de militarização desta questão – que apenas aprofunda as causas e alimenta as redes de imigração ilegais; pelo desenvolvimento de uma política humanitária de apoio aos refugiados e de respeito pelos direitos dos migrantes e pelo combate às causas da imigração em massa - ou seja pelo fim das políticas de guerra e ingerência, pelo fim das políticas neocoloniais de exploração dos povos e países de África e do Médio Oriente, pelo respeito da soberania e independência dos Estados, pelo decidido combate à pobreza e por políticas de real solidariedade e cooperação para o desenvolvimento dos países economicamente menos desenvolvidos.

6 – Anuncia que apresentará nos próximos dias, no Parlamento Europeu, um conjunto de propostas visando alterar radicalmente a chamada “resposta” da União Europeia aos movimentos de refugiados e migratórios e expressa a sua solidariedade aos povos vítimas da ingerência e agressão externa - designadamente ao povo da Síria que está hoje a constituir o maior contingente de refugiados – e aos povos vítimas de exploração e de saque dos recursos naturais e de negação dos seus mais básicos direitos económicos e sociais.
